UPDATE:
Rumor Confirmed.
There is a NOTICEABLE difference between the two. So I did some before and after testing.
EVAC: Bear Spawn (TDS Mode)
Weapon: Noveske (Silenced)
Running from spawn drop point to the end of the road where the railing dips into the ground.
WITHOUT SKILL
Standing: 15.12 seconds
Squating: 37.34 seconds
WITH SKILL
Standing:13.43 seconds
Squating:34.29 seconds
Accounting for human error, that's a 2.5-3 second difference. Pretty huge when running across evac.
However, I question its value if it was to be fixed. How often do you go around in the squat position? I don't. That's for sure.
Its value until it is fix? I'd say it is pretty useful. But the decision is up to you, of course.
Just incase this got skipped over by the reset. Thought it was fairly important.

There was a prokill on the other end. All because people still auto respawn. Spent 3/4 of the time watching my team in spectator mode. I die mainly coz I havent got the new HK figured out yet.

This doesn't make sense. If I know that I have to get to point B from point A in order to beat a VIP to a certain key firing position, does not the speed at which I am traveling matter? In the case of my experiment, if I was racing a VIP across EVAC (which i do often when VIP hunting), it means that while using the Noveske Silenced, I will get there a full 2-3 seconds sooner than him.

Speed (or lack of) determines what i can and cannot do. I work with what I got. Similar idea with shot patterns. Some guns will allow you to play one way and not another. eg. pistol only etc.
I can still achieve what i set out to do. I do them differently given different abilities. Speed is another parameter to work with / around. Unlike the others like recoil, penetration or damage ... speed factor can be compensated easier by thinking ahead.
I'd use the SP for something else.

I still have 2 triple kills with water pistol contract. But some others have changed to easier ones like kill 20 VIP for eg.

I've got my gold that changed to 30 VIP kills, and the 5 triple kills with the beretta have been toned down to only 2.

I've played with the bugged skill quite a lot now. And it does apply to secondaries. It really is phenomenal how fast you move using a glock18, and even faster with an untasked noveske! It completely changes how I play evac. Before, I was very conservative with my movements. But now, I do A LOT more flanking, and kill count shows it.
